All the lawyers are regulated under the Ministry of Justice headed by the Minister of Law, who not only looks upon the performance of lawyers but also regulates the ministry’s subordinate institutions.

In the judicial system, there is a special provision for an adversarial system which involves a contest between each lawyer on behalf of his/her party and has the presence of an impartial institution like a judge or an entire jury who oversees the entire judicial proceeding. The lawyers have to take care that they themselves follow the civil law or cases can be filed against them as well. However, it should be noted that it is not just the judiciary which exercise control over the lawyers; even the executive branch or the government sustains rights to regulate the functioning of the advocates. It can exercise this control by passing and implementing certain laws.

The proposed bill by the government has to be passed by the parliament or the House of Representatives before it becomes a ‘law’. Of late, there has a lot of debate over the contagious issue of independent judiciary with some in favor of it while others asking for exercising a certain amount of control. The argument given by those who favor control over the judiciary is; that even the judiciary falls under the common law of the land. However, a majority percentage agrees on the fact that for a true democracy to function, the judicial system needs to be sound, efficient and independent.
